would be able to inaugurate a government controlled
by the Fukien Navy and supported by General Lu,
under the aegis of the Nanking clique of the Kuo-
min-tang, was frustrated. Admiral Yang has been unable to come to terms with General Tang and
there is at the moment no effective administration
in Fubien.
x. The provinces of Chêkiang, Kiangsu and
Anhui are at present ruled by the Nanking clique
of the Kuo-min-tang with Marshal Tseung Kai-shek, a native of Chêkiang as War Lord. This adminis-
tration professes itself to be anti-red, but it
made its way to power with Bolshevik help and
advice. It has a purely nominal control over
Fukien, Kuang-tung and Kuang-hsi. It is on the
verge of hostilities with the Hankow clique, and
until recently it was at war with the northern
militarists and was invading the Shantung province.
At the moment, however, there appears to be a
truce between the northerners and Marshal Tseung.
xi.
The province of Shantung has for some years
past been dominated by General Chang Tsung-chang,
a ferocious and brutal tu-chun, who acknowledges
Marshal Chang Tso-lin of Mukden as his overlord.
